Yes that would be suspicious, unless he is a cowboy reenactor or in some similar role. That is not how normal people arm themselves in public. I would be suspicious that the man is delusional and might perceive me as an outlaw cattle rustler or train robber. As a private citizen it would not be prudent to approach him and question him, but a police officer would be easily justified in investigating. Even if its technically legal, it is not normal behavior. Assuming that no law was broken and the man did not demonstrate any delusional behavior, then the man could go on his way along the public street, but he would likely be denied entry to private businesses.
