EBay does not count as an online retailer to buy a pocket knife in Virginia?

I'm pretty sure there's a VA law that says some KNIVES pocket can only be purchased through online retailers, so my main question is can be used eBay to buy a knife without breaking the law state? Also I have another small query. In fact, I'm an under 18 eBay, but with my parents' permission. If they know it is legal for me to win and pay for a folding knife for myself?

You can not participate in ebay, if you're underage. But his parents can open an account using your name and the purchase by you. And the count of ebay as a retailler online.
