Mid-90s computer game?

It’s a game where you’re fighting a war in Israel. I think it’s for MS DOS. One of the kinds of levels includes one where tomahawks are falling from the sky onto a city, and you have to shoot them from a tank on the bottom left screen and keep them from destroying the city.

MS DOS isn’t a computer game its sort of like a computer program.
The game you are thinking of is probably Command & Conquer.
